The occupiers continue to establish pseudo-structures in the temporarily occupied territories of Ukraine to solidify their control and integrate the captured regions into the Russian administrative and legal framework. This is reported by the Center for National Resistance, as conveyed by UNN.

These pseudo-administrative structures have adopted a false strategy. They create an illusion of "care" for local residents through so-called "interdepartmental centers," which serve to provide the population with access to state services, but according to Russian standards. At the same time, this serves as a method to impose an occupation agenda by substituting Ukrainian legal norms and standards with Russian ones.
Such centers declare their operations as "simplifying" service access and improving service quality. In reality, they function as a means of deeper control over the population, as the occupiers collect data and introduce elements of their propaganda through these structures.
