The President of Ukraine, Volodymyr Zelensky, has tasked the preparation of the annual address to the Verkhovna Rada. The draft is to be completed by December 1.

Zelensky has instructed the creation of a working group to prepare the draft of the annual address to the Verkhovna Rada regarding the internal and external situation of Ukraine. The working group will be led by the head of the President's Office, Andriy Yermak.
The methodological and scientific support is assigned to Oleksandr Bohomolov, the director of the National Institute for Strategic Studies, who has been appointed as the deputy head of the working group.
The group also includes deputies of the head of the President's Office: Iryna Vereshchuk, Ihor Zhovkva, Yelena Koval, Roman Mashovets, Viktor Nikita, Iryna Mudra, and Oleg Tatarov, as well as the president's communications advisor, Dmytro Litvin, and the head of the State Affairs Administration, Ihor Lysy.
The working group is expected to finalize the structure and schedule for preparing the draft, outline the necessary materials, and submit the draft for review by December 1, 2024.
It is worth noting that annually, the President of Ukraine addresses the parliament. The head of state presents his position on key aspects of domestic and foreign policy or significant decisions he has made.
Under normal circumstances, the annual presidential address is delivered by March 31 of the current year. The last time Zelensky addressed the Rada was in December 2022.
