Starting from January 2025, the government has extended the current employee reservation rules until the end of February. This means that businesses and organizations deemed critical for the country's functioning must confirm their status by February 28, 2025, to maintain the right to exempt employees from mobilization.

Upon confirmation, eligible businesses will be allowed to reserve their employees for one year.

To qualify for this, businesses must meet several criteria. Companies need to demonstrate their economic significance by generating annual taxes and fees exceeding the equivalent of €1.5 million, along with earning foreign currency revenue exceeding €1 million per year.

In addition, these organizations must ensure timely payment of social contributions and maintain a clean history without any outstanding debts to the state. Enterprises considered strategically important for the economy or local communities, as well as telecommunications operators, are also eligible for mobilization.

Private companies wishing to reserve employees must meet additional requirements, such as maintaining an average salary of at least 20,000 UAH for the previous quarter. They must also regularly fulfill their tax obligations and avoid budgetary arrears.

State institutions and enterprises classified as critical must adhere to the same salary threshold, although exceptions are made for employees of utility services and organizations in the public sector.

Some individuals are completely exempt from mobilization. This includes high-ranking officials, regional and district leaders, heads of local councils, city mayors, and leaders of critical enterprises. Employees in certain sectors, such as the fuel and energy industry with critical status, employees of international organizations and UN agencies, as well as technical staff of telecommunications companies, are also exempt.

Certain groups, such as public servants, law enforcement officers, and emergency rescue workers, are entitled to partial exemption. These entities can reserve up to 50% of their personnel.
