The Cabinet has submitted a bill to the Rada proposing the abolition of the Medical and Social Expert Commission (MSEC).

A bill has been introduced to the Verkhovna Rada proposing the elimination of medical and social expert commissions. The document was prepared by the Cabinet of Ministers.

This information was reported by RBK-Ukraine citing the bill card.

According to data on the Rada's website, the bill has already been sent for consideration to the committee on national health, medical assistance, and medical insurance.

The initiative, in particular, suggests:

  • replacing the system of medical and social expertise with an assessment of the daily functioning of individuals, which will facilitate a more effective medical examination process;
  • establishing that the assessment of daily functioning is conducted by relevant expert commissions formed within healthcare institutions;
  • defining the list of functions of expert commissions, which includes, among other things, determining disability groups, referring individuals for additional examinations, and planning and conducting follow-up assessments.

Scandals Surrounding MSEC

It is worth noting that recently the head of MSEC, Tatyana Krupa, was detained in the Khmelnytskyi region. Law enforcement discovered that she was issuing fake disability certificates in exchange for bribes. Several million dollars in cash were found at the suspect's home.

Moreover, it later emerged that over 50 prosecutors in the Khmelnytskyi region hold disability status.

Ukrainian President Volodymyr Zelensky convened a meeting of the National Security and Defense Council amidst these scandals. A decision was made to eliminate MSEC.
