On Thursday, January 30, the head of the Kyiv City Military Administration, Timur Tkachenko, advocated for a review of the decision to halt public transport during air alerts in Kyiv. The proposals will be presented at the upcoming meeting of the Defense Council.
The suggestion was made during a roundtable discussion titled "Ensuring Reliable Operation of Public Transport During Air Alerts in Kyiv," as reported by RBK-Ukraine referencing the Telegram channel of the Kyiv City Military Administration.
The discussion took place as part of the search for tools to develop an effective strategy for maintaining the safety and mobility of the capital's residents under martial law.
"An open exchange of views and professional analysis are the foundation of effective and balanced decisions. The functioning of the city should also be balanced: the safety and mobility of Kyiv residents is a priority," noted the head of the Kyiv City Military Administration at the event.
Tkachenko pointed out that in considering the issue of halting public transport during alerts, he has not received any documented analytical justification for this decision.
Moreover, according to him, the decision made by the Defense Council is being implemented selectively, as it states that all transport—both public and private—should stop, yet this is not happening in practice.
"All parties in the discussion emphasized the need for a measured, comprehensive approach that takes into account both safety and transport aspects. These proposals... will be presented at one of the upcoming meetings of the Defense Council," the KMVA statement said.
It is worth noting that Kyiv is the only place in Ukraine where transport is halted due to alerts. Timur Tkachenko has repeatedly called for a review of this decision. He also suggests that public transport stops be equipped with shelters, allowing passengers the choice to either continue their journey or take refuge in a shelter.
It should be noted that the decision to halt transport during air alerts was made by the KMVA on August 1, 2022.
