According to a statement from the Council of Europe dated February 4, the legal foundations for the Special Tribunal were laid during the 13th meeting of the Core Group in Brussels, including key elements of its statute.
As reported by Voice of America, leading lawyers from EU institutions also outlined the key components of the "Schuman Statute Project" - the primary legal document that will govern the tribunal's operations.
It is noted that European Commission President Ursula von der Leyen stated, "When Russia decided to send its tanks across the borders of Ukraine, violating the UN Charter, it committed one of the most serious offenses: a crime of aggression. Now, justice is coming."
According to Ursula von der Leyen, justice "cannot exist without compensation."
The Secretary-General of the Council of Europe, Alain Bergé, described the progress made in establishing the special tribunal as significant and welcomed this "major step" towards its establishment.
