In general, this is indeed the case, but conscripted men can still leave the country. Who does this apply to and what documents are needed for this? This is discussed in the NV article.
Under the current martial law and mobilization conditions, men of conscription age (18-60 years) are prohibited from crossing the border of Ukraine. However, there are specific groups of conscripts, including students, who are allowed to leave the country under certain requirements.
It is important to note that the status of a student, whether at a Ukrainian higher education institution or a foreign university, does not automatically grant the right to travel abroad. Studying at Ukrainian higher education institutions only provides an opportunity to defer conscription during mobilization.
In particular, the following individuals have the right to travel:
- students and cadets of educational institutions for practical flight training at a foreign educational institution or aviation school are allowed to travel abroad (for training on Western aviation) with a certificate from a Ukrainian educational institution confirming the student or cadet's direction for practical flight training at a foreign educational institution or aviation school, and military registration documents with a mark from the TCC;
- cadet sailors - with a sailor's identity card, a certificate from the educational institution about the cadet's direction for practical training on a vessel under the Ukrainian or foreign flag, and military registration documents with appropriate TCC marks.
This procedure regulates changes to the resolution No. 366 of the Cabinet of Ministers of Ukraine. The document stipulates that students will be able to travel abroad during martial law provided that they meet the following criteria:
- are aged between 18 and 22;
- are enrolled in full-time studies at higher education institutions in Ukraine of state or communal ownership and are obtaining a bachelor's degree (master's degree in medical, pharmaceutical, or veterinary fields);
- are participants in educational academic mobility;
- are going to study at foreign educational institutions for one semester.
Please note that for crossing the border for the purpose of studying in academic mobility programs, students need the following documents:
- a certificate from a Ukrainian higher education institution about the direction of the academic mobility program participant for studying at a foreign educational institution, specifying the basis of cooperation and the duration of the study semester abroad;
- absence of negative grades and retakes in the results of the last two semesters (half-years);
- confirmation of the level of proficiency in the language of instruction at the foreign educational institution;
- a copy of the academic mobility agreement, certified by the educational institution in Ukraine;
- a student e-ticket verified through the Diia portal;
- military registration documents with appropriate TCC marks.
