This information was reported by RBK-Ukraine citing its own sources and the press service of the National Police of Ukraine in the Odessa region.

According to law enforcement, the accident occurred yesterday, November 3, at 7:00 PM in the Staro-Kozatska OTG.

Police preliminarily established that a 40-year-old resident of the Kyiv region, driving a Toyota SUV, lost control on a roundabout section of the road, veered off the roadway into a ditch, where the vehicle overturned and caught fire.

RBK-Ukraine sources reported that the incident involved Sergey Mamoyan, a deputy of the Kyiv City Council.

As a result of the accident, he and a 52-year-old woman, who was in the front passenger seat, died on the scene. Two other passengers in the back seats sustained injuries and were hospitalized.

In particular, a 51-year-old woman was diagnosed with spinal and upper limb contusions, while a 55-year-old man suffered fractures of the clavicle and ribs.

As noted by Pavel Bobchinsky, head of the Belgorod-Dnestrovskiy district police department, investigators have initiated proceedings under Part 3 of Article 286 of the Criminal Code of Ukraine.

This pertains to violations of traffic safety rules or vehicle operation by individuals managing vehicles that resulted in the deaths of several people.

A number of forensic examinations have been appointed as part of the proceedings. The investigation is ongoing.

What is known about Sergey Mamoyan

Sergey Mamoyan was born on April 1, 1984, in the village of Karakert (Armenia). He is a citizen of Ukraine. He is married and a father of three children.

In 2002, he graduated from secondary school No. 316 in Kyiv. From 2010 to 2015, he studied and graduated from the Kyiv Slavic University (specialty "International Relations," bachelor's degree).

From 2007 to 2018, he held leadership positions at LLC "MALDS Group" (since 2013 - co-founder of this LLC).

Since August 3, 2015, he has been the head of the public organization "All-Ukrainian Public Organization 'Building the Future'." Since 2015, he has been a member of the local organization of the political party "Party of Simple People of Sergey Kaplin."

In October 2015, he was elected as a deputy of the Poltava Regional Council of the 7th convocation from the "Party of Simple People of Sergey Kaplin." He was the head of the deputy commission on fuel and energy complex issues and subsoil use.

He was elected as a deputy of the Kyiv City Council of the 9th convocation from the OPZZH list on October 25, 2020. He serves as the deputy head of the permanent commission of the Kyiv City Council on transport, communications, and advertising.

According to research by the movement "Chesno" as of April 2021, Sergey Mamoyan became a record holder among indecisive deputies. He ignored nearly 47% of the issues brought up for consideration, meaning he essentially had no position of "for," "against," or "abstained."
